South Sudan has recently formed cabinet with some pending issues of states allocation and appointment of governors. This has been countered by the global pandemic of COVID-19,with he first case confirmed on 6-4-2020.
The country’s healthcare system is in dire need with poor infrastructure, inadequate health workers and medicines. Common diseases such as malaria, typhoid, ulcers etc threaten the population in which it has socioeconomic effect on individuals and their families.
Government intervention in the healthcare system;
The national Ministry of health (MoH) is the steering wheel of the health sector in the country. In collaboration with state ministries of health and county health departments. The government helps in development of health policy frameworks. It also acts as a bridge in facilitation of health related programs. It works with health partners like the Multidonor Trust Fund, WHO, Amref, UNICEF, Health Pooled Fund, World Bank etc to enable financing of its projects and capacity development of the health workers.
NGOs roles are to ensure effective implementation of health programs in partnership with NMoH, SMoH or county health departments. The NGOs also help the government in fundraising for health specific projects and policy development.
Government reaction towards the COVID-19 in local communities;
Since the state governments have not been formed, it is more challenging in responding to the pandemic at a community level. The county and Payam health departments are in dilemma as there are no reconstituted SMoH.
In case of a locally driven program on pandemic, the local health facility conducts awareness and sensitization as directed by the national ministry of health with support from the various stakeholders.
Now that the above has not taken place and NGOs have a wide gap in funding, it’s much difficult
to conduct some educative sensitization in respect to COVID-19.
Challenges/gaps
– Limited sensitization
– Inadequate human resource in the sector
– Insecurity
– Negative cultural practices that may give room for the disease to breed. These include hugging,
spitting, gatherings, coughing and sneezing.
– Costly sanitizers making the poor not to afford.
– Poor infrastructure to respond during emergencies for example Juba has only 4 ventilators and 24 beds for isolation.
Conclusion; with all the above, South Sudan still depends on organizations to respond to the pandemic.
